Since November 23 1955 the territory has been an external territory of Australia, its administrative centre is on West Island, legislative power is exercised by the Shire Council, executive functions are carried out by an Administration headed by an Administrator appointed by the Australian government, foreign affairs and defense remain the responsibility of the Australian government.
